Short answer is no, NS ESA is based on your NI contributions but he may be able to claim UC but this is means tested and will take into account your NS ESA.
Your husband could ask for a Mandatory reconsideration, has he contacted DWP and asked for a copy of the assessors report called a UC 85?
You need to request a copy of the UC85 assessment report, he should be able to do this via his UC Journal but the request may be actioned more quickly if a call to the UC Helpline is made.
