Pip and Esa blue badge scheme was created by S123
Hello, a friend of mine has asked me to find out if she can get a Blue Badge, she’s on ESA support group and Pip enhanced Mentality based and standard for mobility? As she’s unable to go out on her own, but has a carer and if she bought a car on her name and put herself on the insurance could she have a blue badge? She’s afraid of applying in case the DWP say she cannot walk a certain amount due to her legs and has depression to go out alone but her carer would be with her. It would make it easier for her if she could park close to the places she needs to go. Would this have any impact on her Pip or Esa?

This is a link which tells you how you qualify to have a blue badge.
From what you have said in your post they will not automatically qualify for one, but they might well get one on the general criteria of who qualifies.
You do not need to have a car or be able to drive to have a blue badge - my mother in law has one, although she does not drive and does not have a car, but when we take her out we can put it in our car which enables us to find a parking space which is wide enough for her to get in and out.
The application is made to your local council, not the DWP and any decision, whichever way it goes, will not impact on her PIP or ESA.
I would encourage you to apply on the basis that other than spending time fillling in yet more forms you have nothing to lose.
