If I was originally on Incapacity Benefit, then moved to CB ESA with no top ups, will I also be moved to NS ESA? In effect, will CB ESA cease to exist for everyone?

Eventually everyone in receipt of legacy benefits will be moved over to UC in one form or another.

In answer to your question, yes CB ESA will cease to exist. NS ESA has taken it's place.
