Hi,

I wonder if one of moderators can clear up what is causing members some confusion in the news letter re yesterdays speech from Liz Kendall.
Lots of members are asking is the new 4 points rule going to apply immediately to anyone coming up for normal review of PIP Award.
My understanding is that is not the case, it is for both new claimants from 26/27 and for existing claimants who come up for review after that time. I watched her speech and she actually mentioned November of 26.
However, in Steve's newsletter he added a paragraph later on in the afternoon about Kendall's statement on how to help existing claimants who lose their entitlement and how Health and Social Care Dept might help them. Steve's mention that this suggests existing claimants will be assessed under new criteria when their review comes up may have led to the confusion. The minister actually referred to new claimants from 26/7 which might have added to some members confusion. A lot are asking this question over on the news letter.
It would seem strange if the new ruling applied to existing claimants now, yet not to new claimants until 2026, as this would defeat one of the motives behind the ruling, namely to reduce the flow of new claimants onto PIP. I think the statement that they are pressing on with plans to pass primary legislation during this parliamentary session added to members worries. However that did say it was so they could be ready to deliver this change in 26/7, so I think I know what the answer will be but quite a few members are expressing worry and confusion over this, so a clarification would be welcome.

I have published your article, and will ask Steve for clarification on this, when he has time to answer. As you can appreciate, this website at the moment is inundated with queries, and concerned claimants.

From what I can tell, it would apply from 26/27 for new claimants and once it's in place (if it happens) then once someone is due for a review after it's in place the new rules would apply during that review. That's how changes have been done in the past I think. I doubt they would apply it now or apply it retroactively.

Either way, it's going to cause absolute chaos for so many of us.

The green paper is available to read, it’s in its consultation period now and there are 18 questions they are looking for opinions on the planned changes, so now it the time to read the green paper and respond accordingly.

I’m not sure if I can add a link maybe a mod can start a new thread with the following link

Hi All,

My apologies, that was a hasty and imprecise edit on my part that Micksville spotted. It is reviews carried out from November 2026 that will be affected, not reviews that happen now. The article has been ammended to make that clear.

Here is a copy from the DWP Touch basenews letter that I received today.

Please note there will be no immediate changes to PIP. Our intention is that the changes will apply to new claims and award reviews from 2026, subject to parliamentary approval.

If someone is getting PIP now and could be affected by the changes we plan to make to eligibility, the changes will only apply at their next award review.

Accessible versions of the Green Paper will be published soon, after which the full 12-week consultation period will commence. The consultation will seek views on the approaches government should consider around reform of the health and disability benefits system and employment support and will gather diverse perspectives to help refine the proposed reforms, ensuring they are effective and inclusive.
