PIP appeal - do they even read the MR - confused

So I remain on standard mobility after submitting an MR a few months ago, got the decision today.
I am massively confused.
The "My decsion" made no specific reference to the MR, just saying "We have reviewed the evidence including the assessment report.." then mentions other evidence but not the MR.
So do they even read the MR, ??

I ask because of page 5 is says "if you appeal and your appeal is accepted, we will look at our decision again to consider any new evidence that you have sent"

What does this mean, they have not considered the MR submission (or they say they have but just haven't really read it)
What do they mean by "new" evidence - as again they made no mention of the MR is that what they mean?

I did a full MR with help (I can no longer afford) and don't know what else I can send

So is it worth appealing ?

IF so can you advise on the online appeal I got to the point where it asks
"What you disagree with
Why you disagree with it"
with a bit that says "write as much as you want"

Do I keep this short and refer to the MR or paste in the MR, all the reasons were in the MR (15 pages long)

Hi big_vern

It is always worth appealing , the odds of receiving a positive outcome from a MR is around 20%

Your question, "do they read MR's" is a good one, but I cannot give you an answer as the number of successful appeals shows that they really cannot take all the information into account.

I always tell claimants to complete the appeal the same as you did for your mandatory, even if it is 15 pages long, if you have any new supporting documents upload them to your appeal.

Thanks very much Gary, that raises a follow on question, is it worth sending extra evidence in now to try and leverage the lapse decision (ive just read about) or wait until I receive DWP response (a lot of people seem to be saying wait to rebut their points) the guidance intimates to wait.

Hi big_vern

You can submit information for an appeal up to two week before the date of the tribunal. Obviously, that can be difficult to guage as you won't know until nearer the time when it is. In most parts of the country, it is taking up to 50 weeks for a tribunal to be heard, but in some areas they have been as fast as thirty weeks. Personally, I would send any information you have when you're ready - There's nothing to stop you writing again if and when the DWP sends a response. However, you don't have to follow what I would do - there are plenty of people who wait and it works out well for them. Go with your gut instinct.

Be aware that the DWP don't always respond as quickly as they should, and the Tribunal Services often have to chase them up.
