I think what you are referring to are the conditions under which ESA can be successully claimed.

A simplified list of "static" conditions can be found here

Other conditions are more convulated, the obvious one being that you have to found to have limited capability for work.

There are other conditions that further limit whether you get ESA, e.g. if your income exceeds the amount you would receive from ESA then you would not be eligible.

Thankyou Gordon :)

I am trying to understand what this means;

After 12 months of being on contributory ESA, provided the claimants household income still exceeds the means testing threshold, claimants would move to "credits only" status and would therefore not be expected to fulfil conditionality.


I can't get my head round it and it's bugging me!!

This all revolves around the proposed time limiting of ESA(CB) to one year. At the end of the year, if you do not meet the conditions required to be eligible to claim ESA(IR) (the means test), you will only able to claim NI credits.
