How could someone waiting for a review with a view to making an appeal after in the case of an adverse decision be asked to sign on for Jobseekers if the whole thrust of their argument is they're too ill to work? Self-evidently they can immediately be asked why did you sign on for Jobseekers then? They then lay themselves open to charges of making a false claim and I would assume (there's that word again :-)) potentially a criminal record too.
