Atos as a service provider under contract to the DWP, are required to make reasonable adjustments in accordance with The Equality Act 2010 (formerly The Disability Discrimination Act).
The fact that you cannot attend for a medical assessment at a MEC because of your agoraphobia, may very well come under the terms of the Equality Act in which case Atos are bound to make reasonable adjustments in order for you to submit for a medical assessment. Conducting the assessment at home may be the reasonable adjustment, that is required in your particular circumstances?
Obviously this is a legal matter and you may have to seek advice from a solicitor, but it may a be a course of action you could consider if Atos refuse to change their stance, with regard to a domiciliary medical assessment?
