First of all, payment of the awards is suspended, the actual award remains in place as long as the claimant continues to meet the criteria.
There is no suspension for the first 28 days in a hospital or a care home.
After 28 days the Daily Living component is suspended if the care is being funded by the NHS or the Local Authority. It is not suspended if the claimant is fully funding their care.
After 28 days if the claimant is in a hospital then the Mobility component is suspended.
If the claimant is in a Care Home then the Mobility component should be payable, so the first thing to check with the DWP is where they think that your husband is?
