It must be you, have you ried clearing out your history?
I have a MacBook, I clicked on BIS link and as BIS described partway down the page was benchbook which I clicked on, it then downloaded I clicked on the downloads and the benchbook opened ok.
Not sure on other devices if it opens the same way.
