DWP refusing to backdate UC claim start date

DWP refusing to backdate UC claim start date was created by Sherry
Dear All
I have looked at the guides but cannot find the answer to my question, which relates to setting up a new claim for UC.
My brother tried to start a new UC claim on 4 Oct 2021 due to recent unemployment. When he went to log in to his UC account, he had forgotten his original 16 digit PSN log in number and the screen advised that he had to request a new one. He requested a new number and the screen advised someone would contact him shortly. Nobody got back to him so he called the DWP on 18 Oct 2021. The member of staff advised that the claim was open and would be backdated to 4 Oct 2021 but a different department dealt with issuing of PSN numbers. He left a message for them to call my brother back. Again, nobody called so he rung them on 2nd Nov 2021. He was issued with a new PNS number and managed to access his journal. Meanwhile, he chased the DWP again, advised that nobody had called him. The lady checked the file and noted that it had been passed to his original case work from when he previously was claiming UC in April 2020. This person had not contacted him and the task had just sat untouched. The lady then resent it to the team at Hatfield Job Centre and advised my brother that someone would call him. Again no phone calls have been forthcoming but he has been advised that he does not meet the criteria for his claim to be backdated to 4th Oct 2021. He has appealed this decision as it is wholly unfair; he has been trying to open a claim since 4th Oct 2021 and all delays were by the DWP.
Please can you advise on what grounds he can argue his case in his favour, as we feel he has honoured all his actions and at all times has been waiting for phone calls and action by the DWP that has repeatedly been delayed, not carried out or passed to another person.

Hi Sherry
By the sounds of things your brother is doing all the right things, what I would suggest is for your brother to get his MP involved, some MP's are very pro-active, once an MP is involved the claimants case is fast tracked and sorted out quite quick.
The organisation I work for have access to DWP partnership managers, when we come across cases like your brothers then we will involve the partnership manager and usually it is sorted out either that day or within a few days.
Let us know how you get on.

Thanks for your help. It's reassuring to hear that you agree this is unreasonable. I'll feed the information back to my brother. We have also found the complaints procedure and he is considering this also.
Who or what are DWP partnership managers and how would we get in touch with those?

As an individual you probably cannot get in touch with a Partnership Manager direct, you usually have to go via a third party such as an MP's office. I work for an organisation where we have developed a relationship with a number of DWP Partnership Managers across the East Midland region and meet on a regular basis, at present via Teams, GoTo or Zoom.
DWP Partnership Managers are responsible for managing and developing relationships and joint working with external stakeholders, employers and voluntary and community providers. In some areas the Partnership Managers may hold the title Relationship Manager.
