Benefits review for disabled lady?

Hello - I wonder if someone can help pls?
I took over as the Deputy for my severely disabled non verbal relative lately. Her funds are running down quite low and I feel that I need to speak to someone about a review to make sure she is getting the correct benefits. She is 61yo and lives in a Care Home. The LA take a huge swipe of her benefits to pay towards her upkeep so she has very little left to spend on all her other needs. It means I am starting to try and subsidise her existence myself and I am also on bens. So something feels not right with this picture? Where do I go to get a review pls? She is regarded as severely disabled and all her care needs have to be met by those who look after her. Thnx
