Not to my knowledge. There has been consultations on abolishing it but I don’t think it has gone further than this.
If your AA has not been paid then you should contact the attendance allowance helpline.

Hello Karen,
I’ve helped a few people make claims for AA in recent years. None were made under the “special rules”. In one case, I was very surprised at the generosity of the award. Claimants have received their Brown Envelopes with the rates for 2022-23 so it's still out there for you or a member of your family. Here's the link to the claim form:
