Restart : do I have to do it whilst getting sick notes?

I'm currently getting sick notes from the doctor , I will now pass the period where I'll have to make a claim for ESA(or whatever it's now called) - my work coach is putting me on the Restart scheme at the next appointment, can they do this whilst I'm getting sick notes?
I believe I'm in an area where Restart is mandatory and think I read that you can be put onto it whilst on ESA, but I'm wondering if I have to do Restart during this period inbetween whilst getting sick notes. I have previously had to make a complaint about the work coach's behaviour and so they have made things more difficult than they need to be on occasions since then... so I do wonder if there's any vindictiveness in this and whether they can make me do it right now, or is this just a last chance to make things more difficult?
