I have searched online and I cannot find an answer to my question. I received the first CoL payment yesterday as I am in receipt of income related ESA. I live with a relative who is a pensioner who receives state and also private pension. She does not pay tax on her total income as its just below the threshold. We jointly own a property (no mortgage and pay half each on all bills and food). We are both disabled. I am in receipt of PIP.
My question is am I entitled to the full CoL payments or only half of them?

You are not a couple, just two independent living in the same house.
Because you claim Income Related ESA then you are entitled to the full £650 Cost of Living payment. You have already received the first half. The second half will be paid in Autumn but the qualifying dates are not yet known the this second half.
As you receive PIP you will also receive the disability Cost of Living payment of £150 in September.
If the relative you live with claims one of the qualifying means tested benefits then she will also receive the Cost of Living payment. Does she receive Pension Credit?
