Yes, we do. I'm in Scotland and received my first payment on the 14th July.

If you click on the link Gary provided to the government's cost of living factsheet and then go to the section "£650 one-off Cost of Living Payment for those on means tested benefits:" you will see that it says there: "The government will make these payments directly to households across the UK." It will only of course be paid to those eligible as listed in that section.
