Please do not post your questions in other members' topics it can lead to confusion as to who's question is being answered an even incorrect information being supplied!

If your limitations as you described them on the review form are the same as you declared during the assessment then there is a strong argument that the award should have been backdated to when the form was returned.

However, if the changes have occurred since you completed the form and you did not notify the DWP of the Change, then standard practice is to make the award from the day the Decision is made.
