Can a emergency alarm that you have to pay for in sheltered accommodation be classed as an aid

All sorts of things can be counted as an aid - payment isn't the issue. You would need to explain the need for the aid, how often it is used, and what you would do if it didn't exist.

I have the opposite problem, mine said can use aids as she can grip the chair and pull herself up the fact it took me 3 tries whilst each time getting more out of breath. I thought if a SatNav is not classed as an aid then everything else that is not made specifically for a disabled person should not count to. He would not let me explain why i could not cook or have a shower so i looked up every aid specially designed for the disability's i have to endure
I named them then went into detail why i could not use them and even if i could use them i would be in danger and to others as there are no aids to help me in some situations and i explain this to do not know what going to happen i have all ready decided to go to tribunal; if it comes to that
