Income-related ESA, or Contribution-based - How do I know which I'm getting? was created by otterysteve
Hello
I am aware that ESA claimant are entitled to various payments in these difficult times, in addition to the actual ESA benefits. But while those in receipt of income-related ESA ARE entitled to these payments, those in receipt of contribution-based ESA are NOT entitled.
I have been in receipt of ESA in the Support Group (thanks to the guides available here on Benefits and Work!) for several years, after my benefit was converted from IB. But I have no idea whether I receive income related, or contribution-based ESA - it doesn't say which on the letters I have from Jobcentreplus, I have checked them going back a few years. I DID receive the two £300+ Cost of Living payment last year (2022), and the first £300+ of this years payment, but have never received the £150 payments made to people on health-related benefits.
I don't like to query this with DWP in case they take the Cost of Living payment back if I am not entitled to it!
The letters informing me that I will receive ESA. DO NOT specify or mention "income-related" or "contribution-based" ESA as such, although it does say "The payment of ESA is based on your National Insurance Contributions record and any additional amount the law says you need to live on." Which does make it sound like I receive contribution-based ESA. But if that is so, why did I received the Cost of Living payments?
I am trying to apply for the cheaper "Social Tariff" broadband, which is less than half the price I currently pay, but, as with the £150 payments, this is not allowed for contribution-based ESA recipients.
So how do I find out which ESA I am receiving, income-related, or contribution-based? Can anyone tell me please?
By the way, why on earth are those on contribution-based ESA discriminated against in these ways I wonder? Personally I can see no good reason for it.

If you were transferred from IB then you would have been placed on ESA(CB), however, you should have also been assessed for ESA(IR) when you were transferred, it is also possible, if your circumstances have changed since transfer, that you became eligible for ESA(IR) later, although this would have been dependant on your contacting the DWP about the change.
If you are receiving ESA(IR) then I would expect you to be receiving one or more Premiums, the Enhanced Disability Premium which is listed as the "Disability Income Guarantee" on your annual Entitlement Letter, or the Severe Disability Premium which appears as "money because you are severely disabled".

Hello Gordon
Thank you very much for taking the time and trouble to reply. Although the content of your reply further confuses me.
I WAS transferred from IB to ESA years ago. You suggest I would have been placed on ESA(CB) in that case. I have no definitive information on that. The nearest to any reference to "contributions" in the letters informing me of my entitlement was as quoted in my post: "The payment of ESA is based on your National Insurance Contribution records and any additional amount the law says you need to live on." This, in the latest Jobcentreplus letter from February 2023, seems to suggest I receive ESA(CB). I am too scared to contact them to ask for any review to perhaps change my entitlement from ESA(CB) to ESA(IB) as I fear they may reduce my income.
I am confused by your comment that:
"If you are receiving ESA(IR) then I would expect you to be receiving one or more Premiums, the Enhanced Disability Premium which is listed as the "Disability Income Guarantee" on your annual Entitlement Letter, or the Severe Disability Premium which appears as "money because you are severely disabled"."
The same letter February 2023 from Jobcentreplus I quoted from above DOES allow me "Extra money because of the Disability Income Guarantee". From what you say this suggests I receive ESA(IB)?
I remain confused but suspect I get ESA(CB)?

Hello freefee, thank you for your reply.
Unfortunately I don't know what the "IR" you refer to is.
I have received the Cost of Living payments so far - thankfully. But I have never received the £150 payment which are said to be available for people entitled to health-related benefits.
The whole thing is confusing to me. My ONLY income is my ESA and Housing Benefit. I don't know why they have this distinction between income-based (my only income is my benefits) and contribution-based (my contributions are paid along with my benefits as I understand it) ESA, and why some of us on ESA are allowed extra help, while that same help is refused to others of us on ESA.

IR stands for Income Related and is the same as the IB you use.
If you are receiving the Disability Income Guarantee then you are receiving ESA(CB) with an ESA(IB) top-up, so you are receiving both versions of legacy ESA.
So to answer your original question, you are entitled to the Social Tariif from your Broadband supplier.
