I don’t think he would be eligible for a paper assessment.
I would wait until you actually receive the assessment appointment, if it is a face to face (these are quite rare nowadays) contact the assessors and request a telephone assessment, if you can get a letter from the doctor stating they suffer from overwhelming psychological distress then you may be able to have a paper assessment.
