Migration to UC, issues for vulnerable clients

My understanding was that it was "easy" clients they were transferring first but I have for many years helped a person to claim DLA and PIP (and who has never been able to perform paid work)who has found the process extremely stressful. She is not online and so it has to be a phone interview which had to be done in 2 parts to reduce stress and now has received a text from the Job Centre asking her to attend.
I haven't got my mind around this whole process but I thought reading the Guides and Forum that she would not have to do this?
However today she has received a text asking her to attend.
Is this correct.

You say that she is not online. Has the DWP created a Telephone Only claim for her ?
