EXCLUSIONS
In certain circumstances,claimants will not be included in the move to Universal Credit(Managed Migration programme).
These are the claimants who are :
*Currently in prison
*In receipt of Tax Credits nil award and have no other existing benefits in payment.
*Within 6 months of State Pension age
*A joint tax credit claimant and their partner has been imprisoned in a Member State.
*Living abroad and receiving DWP benefits that allow them to claim Child Tax Credits.
*Posted workers/work for a UK company in an E.U. Country.
*Zambraro Carers
Claimants with any of these circumstances will be permanently excluded from this move to Universal Credit.

Just posted some details for David to work from.
It was posted after a Freedom of Information request through the website from what I can see so looks like a genuine response to me.
You are a few months ahead of me reaching State pension age but as I understand it we are invited to apply 3 months before we are eligible. It seems crazy to migrate anyone within a year of claiming their pension to me but I guess exemption at 6 months away may be the best on offer!

Thank you for identifying the document in question which I have now tracked down. The document is a hard copy issued to staff as a guide and by the look of the content I would say in 2022. However since then the government decided to rush through the Managed Migration of UC to be completed by the end of this year instead of 2028 for ESA claimants as originally planned.
So the next question is where is the official notification that prospective pensioners are no longer entitled to an exemption. I expect it is contained somewhere in the the Social Security (Miscellaneous Amendments) Regulations 2025 (SI.No.3/2025) or previous Miscellaneous Amendments. Catherine and you it appears are better at searching out the rules than me so maybe you might be able to locate it.
Unfortunately I cannot find any current guidance that gives exemptions to prospective pensioners.

I just had another look and the Freedom of Information request which included this information was made on January 29 2024 (requested by a Charles Ellinson).
I realise that it may have been reviewed and changed but I just can't see how making claimants within 6 months of claiming their state pension makes any sense at all.

Thanks for mentioning Charles who I have met before on Rightsnet and having checked out the site I now have the answer for you and Catherine as follows-
DWP confirms that tax credit claimants reaching state pension age on or after 1 November 2024 will now be in scope to be invited to claim universal credit
Department also advises stakeholders that a small number of terminally ill claimants may now receive migration notices to avoid a gap in support for those on tax credits and to inform the DWP's learning for those in receipt of ESA
The DWP has confirmed that tax credit claimants reaching state pension age on or after 1 November 2024 will now be in scope to be invited to claim universal credit.
While the cohort of claimants who are within six months of pension age had previously been deferred from migration to universal credit, the DWP advised a meeting of stakeholders last week that -
'... given the proximity to the end of tax credits, we have now adapted our approach to ensure that there is no gap in support. Those due to reach state pension age on or after 1 November 2024, will no longer be deferred and will be in scope to be invited to claim universal credit. Anyone reaching state pension age before 1 November 2024 will continue to be deferred. Those approaching pension age but on jobseeker's allowance are still being deferred.
