New Style ESA claim moved to UC? was created by SaneInside
The family member I've been helping with the migration from ESA Support Group (income related) to UC has a new journal entry saying "You have a phone appointment to discuss your New Style ESA claim after the move to UC".

Two things;
We don't understand what "New Style ESA claim" is about, I thought it was migration to UC or is it some terminology I'm not understanding? It's confusing and I've not had much luck on Google.

What kind of questions will phone appointment likely involve? Is it the same/similar as a WCA? Could their answer affect if they are still in support group? Will they have to answer health/medical questions?

Thank you for your help in these anxious times.

P.S as a follow up to a previous thread about uploading bank statements and documents through the journal rather than travelling to the JC to do it in person; they allowed us to do that, upload them. It's worth asking if you can't get to the JC.

Hi Saneinside

Glad you had a positive result regarding uploading the bank statements. Hopefully others will be spared a journey to the Jobcentre.
As you are in the Support Group you just have to agree to inform them of a change of circumstances.
You will get Contributions Based ESA fortnightly and UC monthly.

Yhink the following has happened

The family member may have had a combined income based and old style contribution based ESA and when you claim UC the contribution based ESA is seperated and converted to New Style ESA which you will be paid separately but treated as income for their UC.

I need a little more help, sorry.

Can anyone help me understand how someone could be moved to New Style ESA which is contribution based if they've never fulfilled the requirements to qualify for a contribution based benefit; 2 full tax years of NI contributions?
They've been on benefits for 20 yrs; from incapacity benefit, to ESA support group and pip, I can't see how they've paid any NI contributions for 2 full tax years.

Always on the understanding they were on income related benefits, that's what the paperwork says.

Just very confused. Is there anyway that contributions have been paid by a benefit?
The benefits they've been getting were ESA SG + PIP and the new style ESA has cropped up with the move to UC.

They do get £10 extra in December but I've read that if you're on ESA SG and claim PIP that would be paid, if that's true could someone assessing the claim have mistaken that for it being Contribution ESA? DWP have had bank statements to look at.

Thank you for all your help and time so far.

Hi Sanelnside,

Your N.I conts are paid for you if you're claiming benefits. I know this having worked for over 20 years and paying full N.I - but having been on and off benefits for the past 5 years, I have still been given my full conts. You can check this in the HMRC app - you'll need to register if you don't have an account already.

Hope this helps answer your question.

Chris.

Hi Saneinside

The clue is in " receipt since Incapacity Benefit " as there were special provisions in IB for some people to claim it without ever having worked and without NI contributions as follows--
56002 Entitlement to IB depends, at the outset, on satisfying certain contribution
conditions. IB is payable at three basic rates according to the length of time the
incapacity has lasted. A person who does not satisfy the contribution conditions may
still qualify for IB(Y). This is a category of IB and is not a separate benefit (see DMG
56019 et seq)
IB(Y) is referred to as Incapacity Benefit in Youth.
