Yes, you will receive DLA until PIP decision is made. No, you won't have to repay anything if she is not awarded PIP. Make sure that if you're applying, you work through our guide PIP Claims and Reviews. It's slightly different from DLA, but the guide though lengthy is really good at explaining every stage.
