dla was created by pooch
i was on dla (highest rate) about 3 or 4 years ago, but discontinued my claim after recovering from heart surgery, i was worried that i might be done for fraud because my condition improved greatly, however, i now need to claim dla again.
will i have to make a fresh claim or try to get it reinstated.
what problems will i have?

You will need to make a fresh claim.

You only need to explain if it is in support of your care or mobility needs. I would assume you would make a more generic statement in filling the form out anyway, so it may be worth leaving it till the this is dones and then deciding if it is still needed.
