My husband went to CAB for advice concerning appealing the decision to put his in WRAG contributory. She said a couple of things that do not seem quite right to me and wanted your opinion.
She said that when my husband's ESA lapsed in a year if the Bill goes through , he will lose his motability car , but it will be returned to him if he wins the appeal to go into support group.
She said that the Bill was most likely to be amended because she felt that the bit about the benefit stopping after 12 months was a case of misleading/poor wording in the Bill itself causing misinterpretation. But I have been on the parliamentary website and it says it all really very clearly.
Something I do find odd is that when my husband got his letter saying where he had been placed, nowhre did it say it could be for a limited period, nor has he received the information separately.

If you husband has a Motability car, then this is provided through his DLA HRM payments, ESA and DLA are seperate benefits. There is absolutely no reason why your husbands DLA claim will be affected by the time limiting of ESA(CB).
The Welfare Reform Bill has already passed through the House of Commons unchanged, whilst a number of amendments have been tabled in the Lords, the Government has a majority in this House as well, so it seems unlikely that it will not be passed asis, there as well.
The letter informing him of the time limitation is sent seperately, although a copy is available here
