Hi Bro58,
You are quite right in that refusing to do the required action or stating you can't do it (and why) are different. However, at my first medical assessment I was asked to bend forward, having a ruptured disc at the time I said I could not bend forward because it would cause me severe pain. On the report it stated I had refused to, no explanation.
On an assessment this year I was asked to do the same, I bent forward only slightly, stating I would be in more pain if I bent any further due to sciatica and low back pain. On the report it stated I had 'bent forward and touched my toes.
They just don't seem to listen whatever you say and to report a person being able to touch their toes when they can't even bend to touch their knees makes you wonder if it's worth saying or doing anything at these medical assessments.
