Whether right or wrong we can only explain the situation as it currently is.

Re migration, it is an ongoing process currently scheduled to go on until 2014 although many think that date is rather optimistic. Again all we can safely say is that at some point between now and when migration ceases, all IB/IS claimants will be migrated across to ESA (and then potentially onto Universal Credit if claiming Income Related ESA, although if/when that will be god knows!).
