waited more than 15 weeks for medical

I am Sure i read somewhere that if you wait more than 15 weeks for your medical you will get your payment back dated from when the 15th week would have been. Is this true?
If this is true is that when my award will be started from? by that i mean the medical person said i would be reviewed in a year so would that be a year from the 15th week or a year from this week?
Also in the recent news letter it mentioned the ESA and DLA downloads had been updated. Is there anywhere that says which pages in it specificaly have been updated....So i dont have to read it all again.

Hi M89,
As the normal period of the assessment phase of ESA is 13 weeks, you should be paid the difference between the assessment rate and the SG rate from week 14. see SG Component Rate of ESA here :
