The normal time to lodge an appeal can only be extended if you have requested the Decision Makers Statement of Reasons, not the ATOS medical report, so you need to gete your appeal in.

The ESA Appeals guide explains how to complete the GL24 Appeal form, you don't have to explain all of your reasons for appealing on the form, this can be done after, see

Once he appeal is lodged and hopefully you have the medical report, you can contact the DWP with more information for their Reconsideration, or if the timescales do not permit this, directly to the Tribunal Service for your appeal.

If you can't get through on the phone then your only other choice is to write to the DWP office dealing with your claim.

If you delay your GL24 by waiting for the form, you need to specify this when you submit it, also you only two weeks from the date of the SoR letter, to submit an appeal.
