You are certainly entitled to apply for a Blue Badge directly from your local council even though you have lost your HRM. The criteria are similar, but not the same, so your losing your HRM should not in its self be a reason for them not to grant one.some months earlier after dla review, was disallowed hrm,now blue badge due for renewl. cannot have automatic badge renewal due to no hrm.in view of hrm disallowance can i still apply for blue badge for renewal to local authority on discretionary basis and would it be right to do so.or can they turn round and say -hrm disallowed so no badge renewal.what are my chances.

what is the difference in criteria, i thought it was same for both (hrm and blue badge)

Gordon is right, you do not need to be in receipt of DLA HRM to qualify for a Blue Badge. See About the Blue Badge Scheme
