Get some advice from a qualified benefit advisor.
As it is a goverment department there probably is an official complaint form, however, you most certainly do not need to use it to make a complaint. Have a look at the link I provided earlier, it explains how to complain.

Can I confirm that you are phoning the DWP number, not your local JCP?

interesting comment thanks, food for thought think its the JC+ two telephone numbers direct line 01274 336342, no longer available have to go through call centre 0845 608 8567 which is directly under the www. dwp.gov.uk on letter so I assumed it was DWP.
