No, it's not.
There are two aspects to this. First, it means if it is reasonable for you to use an aid and that aid would extend the distance you could walk, such as a stick or crutches, then you will be assessed as using that aid.
Secondly, the test is of your ability to mobilise. In addition to walking, mobilising considers your ability to propel a manual wheelchair over equivalent distances, the usage must be reasonable, but whether you own or have ever used a wheelchair, is irrelevant.
