No, many people get a decision made without a face-to-face assessment, especially if they are able to send in plenty of evidence, or if the DWP have enough information having contacted to the claimant's GP.

It will still be possible for a claimant to be awarded PIP wihout a face to face assesment, but I think it likely that this will be the case for fewer claimants, at least for their first assessment when they are transferred, the number may be similar for subsequent assessments.
