ATOS/DWP procedures in case of forms lost in post?

Regarding the returning of ES Questionaires withnin 4 weeks:
What if the claimants'questionaire gets lost in the post not just once but 3 times in succession?
Unlikely I agree but not unthinkable in some Royal Mail areas and very difficult to investigate.
If they send a blank one out and do not receive it in 4 weeks back I guess they can
1)Terminate the claimants Benefit immediately.
2)Attempt to contact the Claimant by phone or letter as a reminder.
3)Just shrug their shoulders and send out another one.
4)Stipulate that future forms are sent recorded delivery.
However ATOS and DWP being the monolithic organitations that they are touchy feely personalised customised letters are not their thing.
They must have in place a dictate,a procedure of what to do in all such cases does anyone know what that would be?
4 weeks delay plus say another 2 weeks = 6 weeks delay per time.
3 times 6 weeks = 18 weeks =4 months delay.
With millions of Claimants ATOs and the official deadline of 2014 would be put under considerable stress as they already appear to be well behind their "targets".
On another tack I see this past year ATOS Origin NV shares have been the highest riser on the French/Dutch Euronext Stock Index -rising nearly 100%in that time.

Hello Gordon,Lost once is a real event,further losses are hypothetical.
Although I have posted a flurry of posts recently ie. yesterday and today I am finished now! :) All my questions have been awnsered satisfactorily and I can submit "positive feedback"with the response and awnsers.
Suffering from a Personality disorder is not easy and sometimes on Discussion Boards,Forums,Online Chat and the like I tend to come across as a bit "manic"and "trolly"at times!
Thank You for bearing with me if you and others felt this was the case.
However I can assure you that all my queries were genuine concerns and it is not my aim to "hog"space ,dominate the forum etc.Its now unlikely I will post again for many weeks........

I have no idea how a second or third missing ESA50 will be treated, but this is the procedure for a first.

As the ESA50 is returned to ATOS, the process starts there. The first decision that will be made is based on whether the claimant has significant Mental Health issues?

if they do, then ATOS may decide to proceed without an ESA50, but this will depend on the level of information that they have on the claimant. If they do, this may be supported by their contacting the claimants GP, they will decide whether to require an assessment or in a limited number of cases, produce an ESA85A and return the file to the DWP.

If it is not believed that the claimant has significant Mental Health issues, then the claimants file will be returned to the DWP.

The DWP should contact the claimant for an explanation of why the ESA50 is missing, if a completed form can be provided in short notice, it should be possible for the process to then continue as normal and the claimants file will be returned to ATOS. However, if an ESA50 is not available, then the likely result is that the claim will be closed and the claimant found Fit for Work, whilst this is an appealable Decision, at best it would take months to resolve and at worst the best part of a year based on current Tribunal delays.
