ESA & DLA: Unexpected P60U Tax Certificate was created by MariW
This morning a brown envelope landed. The enclosed document is called a P60U. (It is similar to a P60). It was issued by the BA/DSS and is headed Certificate of Pay and Taxable Benefit and Tax Deducted/ Refunded. The PAYE reference is ESA500. My ESA payments for the 2014-15 financial year are described as “Pay and Taxable Benefit”. The form does not suggest I owe any tax.
What the heck?
I was transferred to the Support Group of ESA from SDA following a decision in October 2014. I have an indefinite DLA award. Both mobility and care components are paid at the high rate. That being my only income, the few pounds I earn in interest from a savings account are not taxed. I do not have a partner or children.
I have never been a taxpayer at the same time as claiming either means-tested benefits (SDA and ESA) or benefits like DLA that are not subject to a means-test (except when all savings interest was taxable irrespective of income). I have never seen a form like this before.
Can you explain why I have received a P60U and what it means for me and maybe other claimants?
Thanks,
Mari

Mari
You've received a P60 because the ESA you receive is Contribution Based and this is liable to tax, the reason that the form does not show any tax owed is because the DWP do not process Income Tax in regard to benefits.
Being liable to tax does not mean that you owe any tax, this will be dependant on your personal circumstances and whether your ESA(CB) takes you over your Personal Tax Allowance.

Gordon,
Not have received a P60U before, I’m assuming from your answer that my first year of ESA is based on NI contributions from the remote past plus the DWP in paying SDA plus Income Support until November 2014.
Is this correct?

Your current claim for ESA(CB), not just one year, is based on acceptance that you have received NI Contributions in the past, whether this is the case or not.

Thanks again, Gordon.
I've just read the P45 thread that's moved into view. It really is an astonishing business! I don't know how DWP employees are still sane....
