The assessor makes a recommendation on the Descriptors they believe you meet on the day that you are assessed. Although is the Decision Maker who makes the Decision they are not medically trained so will be heavily influenced by what the assessor has written.
As Mrs H has said, neither the assessor or the DM are likely to have looked at your previous assessment, also, it appears you have been in the SG for three years so it is possible that you were last assessed under the previous set of Descriptors, Regulations and guidance.
It's also possible that on this occasion the DM's Decision is just different, although the intention of the process is a uniformity of Decisions, the reality is that this is impossible to achieve where human beings are involved.

As I was on ESA and in SG previously before ftf this time where I scored 0 points ,which he says is ridiculous in respect of my condition and when my answers to the M C and I descriptotors clearly showed I should have gained points and I understand his submission /argument will also be including Reg 29 and 35.
Do you think I should follow his indication not to attend?
He thinks the questioning could trigger controlled by medication at the moment symptoms of my condition, paranoid schizophrenia which my GP has described as unpredictable..

I'm sorry but this is not something we can offer advice on, you know your condition and the risk of your symptoms manifesting themselves during the hearing, the only knowledge we have of you is what you have posted in the forum, if you are still concerned about whether to attend or not, raise the issue with your advisor.
Whatever you decide, good luck for the hearing.
