As you say, it sounds as if he has a very poor grasp of the system.
The thing is, you can come here and learn the truth, other people will believe what they are told and, potentially, have problems as a result. I really think you should complain to the supervisor, this person clearly needs more training!

Welfare Rights in my town only deal with appeals, I have already asked them.
Do an internet search for "welfare advice" advice with your postcode, town or county, failing that you can try any of the charities that support your conditions, other than that, I'm afraid you will have to try and manage on your own, the PIP Claim guide provides a standard approach to answering each question and there are example answer that may help.
