As you can see from the form PIP does not really look at the conditions but rather the limitations that result from them.

So the things you need to look at are;

First does his diabetes have a direct impact on his ability to complete any of the PIP activities, as an example, does he have problems selecting the right foods to eat, this would come under Preparing Food.

Secondly does he need supervision when carrying out an activity, you mention Hypo's and Hypers and that these are random. This would effect Preparing Food, Washing and Bathing and potentially other activities. There is a section in the guide that covers Safety and Supervision.

Also think about his managing his conditions, does he need help with this.

PIP looks at his ability to complete the activities, so it is things that he cannot do rather than things that he does not do.

Finally he needs to be able to complete the activities reliably and on the majority of days, these terms are explained in the PIP Claim guide. See
