Hello advisors,

I still do not really understand the difference between Contribution based and Income (?) based ESA.

Can you explain to me the difference? I claimed ESA 18 months ago after leaving work and am on contribution based ESA . Does the CB ever run out? Do you change at some stage?

The reason is that I have looked into claiming Carers Allowance for looking after my flatmate who receives full rate DLA for his care and mobility, but your notes say that CB ESA is an overlapping benefit. If I do claim and do not get any money, I think you still get an acknowledgment that you are a carer but do not get anymoney. Is this right?

ESA is a single benefit with two payment systems, one is based on the claimants NI Contribution history and is always paid if the claimant meets the criteria. The other is based on the claimants household income, assets and savings and any hours that a partner works and can be paid either in full or as a top-up to an ESA(CB) payment.

ESA(CB) is payable as long as the claimant continues to meet the criteria and is in the SG, it is limited to 365 days if not in the SG. Note this does not close the ESA claim, it just prevents payment. If the claimant is subsequently put into the SG then ESA(CB) can be reinstated.

If UC is payment then any ESA(IR) amount is required to paid as part of the UC, but if there is no UC claim then the ESA(IR) can be paid without a claim for UC being required.

All ESA claimants will be migrated to UC (ESA(IR)) and what is called New ESA (ESA(CB)) at some time starting in 2019 although this seems optimistic based on progress to date.

Carers Allowance is classed as an overlapping benefit with ESA(CB) so only the higher amount, usually the ESA(CB), will actually be paid. You can still claim CA and have an underlying entitlement. If you receive ESA(IR) or UC then you can also receive a Carers Premium of about £34 per week.
