From your post I do not have enough relevant information, I assume that you are in receipt of IR ESA. When you say you both get a small pension, I take it that it is either a private or personal pension and not state pension.
Your husband may be eligible to claim NS JSA depending on his NI contributions but this is only payable for 6 months. Your pensions would have been taken into consideration when you claimed IR ESA. If you are in receipt of IR ESA, this is a means tested benefit and all house hold income is taken into account apart from PIP.
