Review and additional condition

Review and additional condition was created by Louisa
Hi, I am being required to submit a pip review form. On my original award I received 8 points. However as a result of an operation which otherwise was successful, I now suffer from a degree of urine incontinence and consider I should be eligible for an extra 2 points.

My question is: if I add under question 5 (Managing toilet needs or incontinence), about the degree of urine incontinence, will this trigger a need for full reassessment. I do have a letter from a consultant about the issue which I can include, in case this were to make a difference. All the other points on which I was awarded the pip are no change (so still the 8 points).

From the pip manual on page 108, under the heading: What if your needs increase or decrease?, it is written:

===
> If your needs have increased and you think you are entitled to a higher rate of PIP you need to inform them straight away, either by phone or in writing. Your PIP award will then be re-assessed, following the same procedure as for claims (see above).

> You should think before starting this process. For example your needs could have increased, but
not enough to mean that you will be awarded more points, and you will have faced the stress of
going through the process without any prospect of an increased award. Legally all of your existing award can be reviewed. In effect, PIP will start with a ‘clean sheet’ and look at all of your award anew, and you may end up with a lower award than you had originally.
===

What is not clear to me is - is it explaining that a change from 8 to 12 points could trigger a full reassessment, whereas 8 to 10 points wouldn't? I'm asking because including urine incontinence would take me to 10 points (and hence not eligibility for an increased award).

Thank you in advance for your guidance.

Hi Louisa,

Thank you for your post. Welcome to Benefits and Work.

I am assuming that DWP have asked for the review.
Yes, you are right, if you now have difficulties managing toilet needs this could provide more points. Simply having incontinence will not give points however. You would need to show that either you need an aid/appliance to manage incontinence, or you need some physical help from someone to manage toilet needs. An aid/appliance could comprise incontinence pads, if it is reasonable for you to use these- maybe your GP or consultant has recommended or prescribed these. Another aid could be a grab rail to use if you have mobility needs.

More often than not DWP will require an assessment, whether they request the review, or the claimant reports a change of circumstances. I always think it is important to answer all questions as fully as possible - so you may achieve a couple of extra points for managing toilet needs.As you realise, this will not be sufficient on its own. However, over the next few days have a good think about you needs and difficulties. DWP are not known to be overly generous with points. You may have only been awarded 8 points last time, but perhaps you should have received more? Have a look at the previous claim form, if you have this, and compare this to what happens now. If things are the same then you can copy the previous answers, but give recent examples of the difficulties you have. If you feel things are more difficult explain what has happened. Of course include toilet needs, if you now fall within this section. Have another look at the Members guides which give lots of helpful information about filling out the forms.
If you need more help, then you could contact a local advice centre such as CAB.

I appreciate that writing forms out for PIP is never easy, and can be embarrassing to answer questions about very private matters but please give as much detail as possible, as this may make all the difference to your claim.
Having a medical report from your GP should also assist.
Good luck with your review.
