ESA and moving homes

A friend with severe mental problems is living in a Fold Housing Association accommodation (supported accommodation and wants to move to another Fold to be closer to friends
We’ve checked Housing Benefit, the NI Housing Executive say about two weeks to sort it out. The people from PIP say it’s just a matter of letting them know the new address (is that correct)
The only benefit we are not to sure of is ESA
At the moment my friend is going through a rough patch and she’s asked me to check out the ESA for her. Needless to say the benefit people won’t talk to me.
If only to settle her nerves a bit I’m trying to find out if transferring from one accommodation to another, within the same benefit area and owned by the same Housing Association should have any affect on her ESA
I appreciate you can’t give a definite answer but generally what happens
I think she is worrying if they’ll re-asses her or if she’ll be left without benefits for a number or will it just be pretty straight forward

Hi Kevin,
My understanding is that if you remain in the same local authority area, then you can continue to claim ESA/Housing Benefit etc as before. (These are known as 'legacy benefits'.)
Whilst there are a few more exceptions, any other changes such as living with someone or becoming single, or moving to a totally different area is likely to necessitate a move to Universal Credit.
Obviously a move to another house will mean a recalculation of Housing benefit, hence the delay. PIP, ESA are not dependent on your actual address, and can continue to be paid directly into bank account as before. Of course you are right, you do need to inform both departments of DWP, because it is important to get all the relevant letters etc sent to your new address. Other than ensuring all parts of DWP have the new address, there shouldn't be any other difficulties. I have never heard of a simple move causing a further assessment for any benefit, except where someone has to claim UC. Definitely no reason at all why there should be a new PIP assessment.
If anyone claims Carer's Allowance for your friend, they will need to let CA department know too.
