Hi Eleanor

The best time to contact them is first thing in the morning when they open which I believe is 9.00 am, a member posted a few days ago that it only took her 12 minutes to get through first thing in the morning.

Hi. If you are fond of legislation you can do a bit of googling and find out the law regarding this :-)
