Can I ask do they have a way of checking that you are a driver even though you may not use the car. It’s just odd that they keep asking questions about driving a car.

I don't know what cooperation there is between the agencies, but I doubt they bother to check. They ask about car driving because of the number of claimants who have mobility problems that affect them both in the home and out of it, but also drive a car. The DWP will argue that it takes a lot of body strength to drive a car and therefore if a claimant can do that they can also do things like cook a meal or get in and out of a shower. It's important if people have a licence but have stopped driving they should say so loud and clear on their forms.

Driving a car should not be an issue, as disabled people can and obviously do drive cars (Equality Act 2010) Look at all the disabled bays in nearly every store car park, Doctors, job centres, Airports. These are for disabled DRIVERS of Vehicles (blue badge). Some people with severe anxiety drive their own car because public transport or taxis can exacerbate their problems or give them panic attacks.
Mobility Scheme is provided based on PIP score being enhanced. So you need to be severely disabled to qualify and hence DRIVE a car.
People worry about telling the DWP they can drive because of the ability to be able to do so requires some kind of body strength, thinking ability and planning journeys etc and this might look like they don't need help with PIP because they can do this task.
PIP is for disabled people to help in the home and get them out and about in society and work and DRIVING is necessary to some people. Paralympians drive cars.
A lot of PIP receivers use their PIP to pay for petrol, insurance etc.
The STIGMA is that disabled people should not be allowed to drive and they should be bed bound and locked away at home, and if they do drive it should be a little blue disabled car or mobility scooter only.
