Hello
I received a copy of PA4 report today and it implies I haven’t scored enough points for PIP to be awarded.
I’m devastated and spent most of day in tears.
Does the case worker ever change the assessors suggested descriptor when they make a decision? I didn’t know if I could write to DWP before the decision was made saying I don’t agree with the report?
Or do I have to wait for the decision and then do MR?
This is my first PIP claim and I’ve found the whole process stressful and exhausting.

Hi Karen
There is a small window for you to write to the Decision Maker but you will need to be quick.
Now you have the assessment report you will have a better understanding of how the DWP Decision Maker may come to their conclusions and you will now be able to argue against them.
I usually use a highlighter to highlight any inaccuracies, go through each descriptor one at a time why you disagree with the assessor and try and match it with any supporting documents you may have sent in.
Understand that the assessor is offering an opinion when they say that you can do the PIP activities, tackling these head-on is unlikely to be successful, you need to show that the basis of that opinion is founded on incorrect information, so try and refer to your evidence to undermine what they have said.
Also, try and stick to issues that lead to your scoring points, I often hear members referring to the assessors spelling, as an example, whilst it may show a lack of professionalism, raising it as an issue isn't going to help you get an award.
Your primary task is to show that you meet the criteria, there are many reasons you may have failed, you need to address each of these but don't get bogged down in criticising the assessment report unless you can clearly show that it is incorrect, it is a lot easier to argue the facts of the situation;
Lastly, make sure that you understand the criteria that you are being assessed against you can put the best case forward that is possible but you won't score points if you do not meet the PIP Descriptors.
The first stage to challenging a Decision is for you to request a Mandatory Reconsideration, this needs to be done in writing to the DWP, within one month of the Decision, to the office that dealt with your claim, have a look at our PIP MR & Appeal guide, half way down the page for details of the process, the PIP area also has template letters that you can use to make the request with.

Make sure that your letter makes it clear that you are not requesting a Mandatory Reconsideration but you reserve the right to do so once a Decision has been made.

Hi Karen, as Gary says, you can write in to challenge a rubbish PA4. I just want to encourage you to give it a go. Coldly put the record straight on each descriptor where their mark-down costs points you are certain you should rightly get. Try to avoid being personal but be heavily factual,. You can add new references if needed - on our daughters PA4, the woman made out her pain relief was for moderate pain only, so I quoted with reference the NHS page saying Tramadol is for severe pain.
End result was Enhanced on both again, instead of much less the PA4 was indicating.

Hello,
I would like to say thank you to this site for all the help & information you have provided me with. Because of your advice I have finally been awarded PIP at the enhanced rate for both.
After receiving the PA4 report & it suggesting I wouldn’t get any points, I followed your advice & wrote to the case manager detailing why I disagreed with the healthcare professionals report, going through each descriptor. I kept my fingers crossed they saw the letter before they made their decision.
Out of the blue last week, a case manager phoned my carer saying they had received the letter & would like to discuss it, along with the assessment report. The phonecall lasted an hour, going over each descriptor but this time the case manager was understanding and listened unlike the healthcare professional. At the end of the call they didn’t tell us the decision but said we’d hear within 7 days.
After dreading the white envelope arriving every day, I received the decision today to say I would be awarded PIP at the enhanced rate for both.
So I strongly urge anyone who receives a poor PA4 report to try and write to the case manager before they make their decision. I’m so glad I did as it meant I didn’t have to do a Mandatory Reconsideration.
I would like to ask one thing though. In the award letter it shows the descriptor and points awarded for each one but the “decision “ part of the letter is quite vague. Can I contact PIP to see if the case manager wrote a report to explain how he reached his decision for each descriptor? Or is this not something they normally send? I’m intrigued as to how I went from 0 points to the amount I actually got.

Hi Karen
Many congratulations on your enhanced award for care and mobility. That's very good to hear, especially when it looked as if you were going to be awarded nothing.
I don't think you will be given access to the decision makers notes. Another member was told recently these are not available as the notes were simply for the benefit of the manager.
