PIP PA3 assessment report

Hi, I'm just seeing if anyone can offer some advice as I'm not sure what to do.
In the past my PIP assessments and reviews have always been paper based probably due to severe mental health problems and being supported by mh professionals. I still have the same problems but only see my GP as there isn't much more that the services can do for my problems.
My PIP review this time was to be a telephone assessment which I knew I wouldn't be able to cope with so I asked them for a paper based instead. They did this and I requested the assessment report.
The report suggests the same points that I received in the past for daily living so I hope the decision maker agrees with this. However, it also suggests 10 points for mobility and in the notes makes reference to having been diagnosed with agoraphobia in the past.
This is true and I still struggle with being outside but with preparation and planning, can manage limited trips to my local shops.
I have never received any mobility component before so I'm not sure if I should get it now. After reading the descriptor for fluctuating conditions, my conditions do mean I struggle with this on more than 50% of days so maybe it does apply.
The thing that troubles me is if I speak to the dwp and say I'm not sure if it is correct then that might lead them to think a) I don't have any problems in this area or b) they might do some kind of mandatory reconsideration which might take so long that it will exceed my award extension date which I think would mean I would have to do a whole new application.

It sounds as if the assessor believes that your condition warrants an award for mobility and you say that you struggle more than 50% of the time - so it would seem correct. An assessor is always offering an 'opinion' and one opinion can vary from one assessment to another so it doesn't matter that you have not been offered mobility before. There have also been changes to the way they assess mobility on mental health grounds which means more people have been awarded to it. It is up to you if you want to say if part of an award is unwarranted, but it would be unusual. People only usually do that when there has been an improvement in their condition. You struggle more than 50% of the time, so it is not unreasonable to think you should be awarded it.

Thank you for your reply BIS that is really helpful.
Yes, I think I was just thrown because it hasn't been awarded before. I'm trying to keep in mind that they assess you according to how you can do things compared to someone without your problems.
