I imagine that many people might say they don't have the right equipment - though if you look at what they say you need a lot of people will have a smart phone

I can't find anything on the government website that says about the claimant's right to refuse a video call. Obviously, if you don't have access to the equipment - they can't penalise you for that and they would have to make other arrangements. I think if you just refuse without giving an explanation of why you can't take part in the process you could put your claim at risk.
