Hello,
A family member who is 62 and currently on the Lower Rate of PIP, needs to apply for the Higher Rate as his mobility has reduced considerablly.
I hope I am allowed to ask this on his behalf?
Is there anything he should be aware of before making the initial phone call asking for this reassessment?
He is aware that a reduction is possible when being reassessed.
Will they ask him to lay out his case there and then on the telephone?

Of course, you can ask a question on behalf of someone else. Members do it all the time.
He should ring the DWP and say that he wishes to put in for a 'change of circumstances' because his mobility has deteriorated. Once that call is logged, he will receive a review form. They will look at his entire claim, so ensure he fills out everything, even though it is only the mobility portion that he wants to be reviewed. They won't try and take down all the information on the phone, but even if the call handler offers to take down all the information, make sure that he says he will put it in writing. He should not trust someone he doesn't know to take down essential details accurately.
When filling out the form, he needs to ensure that he is clear about the deterioration in his mobility, why that has occurred and what impact it has under the specific PIP criteria. Tell him not to assume that the person reading the information understands his condition, pain, medication, or impact. The biggest mistake people make is assuming that the reader has a broad understanding of their difficulties. Even if he has said it before - say it again!
It's difficult to know how long this process will take, but if he is successful, it should be backdated to the date that he registers the change of circumstances with the DWP.
