Permanent Health Insurance was created by Ray Crorken
Can someone please confirm or correct my understanding of how permanent health insurance payments , for loss of earnings due to ill health affect on benefit entitlement:
Income related ESA
All PHI payments are regarded as income.
Contributory related ESA
If the premiums were paid by the employer, then all PHI payments are regarded as income.
If the premiums were paid by the claimant, then all PHI payments are disregarded as income.
Tax Credits
If the premiums were paid by the employer, then all PHI payments are regarded as income.
If the premiums were paid by the claimant, then all PHI payments are disregarded as income.
Universal Credit
All PHI payments are regarded as income regardless of who paid the premium.

Hi Ray Crorken,
Firstly Tax Credits fall under the remit of the HMRC so their treatment of Insurance policies would be outside the scope of this forum
Payments of PHI will be taken fully into account for deductions from UC. Quote here from UC ADM-
Certain insurance payments
H5086 Payments received under an insurance policy which is insuring against the risk of losing income
due to
1 illness or
2 accident or
3 redundancy
are taken fully into account
For Income Based ESA PHI payments are also taken into account as income
For Contributions Based ESA the treatment is detailed in the regulations here -
The Employment and Support Allowance Regulations 2008.
www.legislation.gov.uk/uksi/2008/794/part/9/chapter/2
You will find the rules regarding New Style ESA and Permanent Health Insurance in the ESA Regs 2013 see link below.
